Open data is freely available information that everyone has the right to use to create new products and services. A study by the European Commission reveals that the further economic potential for using open data in Latvia may reach 70 million. euro. We invite hackathon members to discover the potential of open data and to create services useful to local governments, their residents, businesses or tourists.

The Open Data Hackathon for Municipalities will take place on October 18 and 19, 2019, at Vidzeme University of Applied Sciences, Terbatas Street 10, Valmiera (Latvia).

The goals of Hackathon are:

  • to raise awareness of the potential of open data

  • to promote the opening  and wider use of municipal and public administration data

  • to show the benefits to municipalities, their citizens, businesses or tourists of creating products or services from open data

The challenge for Hackathon participants is to create an innovative web or mobile app from open data.

 

We offer 8 thematic directions. Participants may also go beyond the given thematic areas, and participants need not limit their projects to one direction only.

Participants may combine the data sets listed above with other open data sets not listed here. It is mandatory to use at least one data set from the Latvian open data portal: https://data.gov.lv.

Participants  may use application interfaces such as the INSPIRE Hackathon web APIs or those provided by HERE Technologies.

WHAT TOOLS WILL BE AVAILABLE?

Fair use of

technology

We expect participants to use their own computers and software during the hackathon. Given the limited time of the event, we encourage participants to prepare computers with the required development environment prior to the event. We encourage fair use of technology and expect participants to comply with all applicable copyright rules for the technology used during the event.

VR | Teams will have access to VR equipment such as Oculus Go, Oculus Quest and Oculus Rift. As well as a pre-made Unity framework. Teams planning to work with VR during the hackathon should contact mentor Mareks Zirdziņš about the setup in advance.

Participants will have access to the University of Latvia MII cloud-based Hadoop  platform with big data processing technologies that allows you to analyze all datasets as one large database. The platform will have imported multiple datasets from data.gov.lv, and it will be able to import others.

WHAT RESULTS ARE WE EXPECTING?

The result must be a prototype of an original, innovative mobile or web application that benefits the municipality, its entrepreneurs, residents, tourists.

Please note that the prototype must be original, not previously published in similar competitions, in whole or in part. The result must not be in contravention of Latvian legislation and copyright.


Evaluation criteria:
Open Data: The solution uses open data in an innovative way for the benefit of the public or a part of it.
Technical implementation: The solution uses open standards and the latest technologies in an innovative way. We recommend publishing the code as open source. Open source publishing is optional, but the project whose code will be published as open source will have a higher rating.
Viability of the idea / socio-economic benefits.

The results will be evaluated by a jury consisting of representatives from VARAM, LATA, organizers, partners and mentors.

WHO CAN PARTICIPATE?

Anyone who has an idea how to create apps from open data.

 

Anyone who

wants to put ideas into action!

We invite anyone, including:

  • Ideas people:  Apply if you have an idea what problem could be solved with open data.

  • Technology people: Apply if you're a developer, coder, graphic and interface designer, GIS expert or UX / UI expert.

  • Data people:  Apply if you are interested in open data, you have the skills to process, analyze, and visualize data, you are a data data journalist or data community activist.

 

Local government employees and new or emerging entrepreneurs are particularly welcome. Both students and experienced professionals are welcome!

 

Participants must be over 18 years old. If you are under the age of 18 but are interested in participating in a hackathon, you should contact the organizers for participating terms. 

Participants can apply both individually and in teams (2-5 people). For those applying individually, it will be possible to form teams during the hackathon.

Expected participants: 80. Participation in the hackathon is free.

PRACTICAL INFORMATION

Participants must provide themselves with a computer and other work equipment.

Participants should bring a mat and sleeping bag if they plan to sleep.

The organizers provide catering.

If you plan to get from Riga to Valmiera by public transport, the train leaves Riga Central Station at 10:34 and arrive in Valmiera at 12:57, but the bus departs from Riga SAO 10:50 and arrives in Valmiera at 13:00. 

There will be a shuttle bus for participants to Riga after the event.

REGISTRATION

Registration will close on October 16 or when the expected number of participants is reached. Organizers reserve the right to refuse participation to ensure that hackathon participants include technology and data experts and people with ideas. Expected number of participants: 80 participants. Participation fee: None.

 

During Hackathon, participants can be photographed and filmed, and materials will be used for publicity. The organizers reserve the right to specify the terms of participation before the start of the hackathon.
